三 | 《条例》能否约束车企反“内卷”，还是形式大于实质？另有供应商对车企账期承诺能否真正兑现持怀疑态度，认为在当前市场环境下，落实承诺的难度较大。价格是由市场决定的，如果竞争局面没有根本改善，这些承诺可能形式大于实质。很多车企自身利润尚且面临压力，账期承诺可能对应供应商更低的供货价格，也不排除车企收货后拉长验收时间。需要明确“账期”的计算方式车企应当进一步明确60天账期细则。比如账期是从车企收货、还是从出票开始计算，开票月是否计入账期，60天账期后的支付方式是现金还是承兑汇票，这些承兑汇票期限和账期是什么关系等。压缩账期是近期国家部署汽车行业反内卷的主要思路之一车企做出承诺是为落实国家及相关部委就保障产业链供应链稳定、促进汽车产业高质量发展作出的一系列部署要求。国务院《保障中小企业款项支付条例》于2025年3月发布，自6月1日起实施。其中明确要求，机关、事业单位和大型企业从中小企业采购货物、工程和服务，最长付款期限不得超过60天。
